First flood alert is announced when water levels on the river reaches established treshold (which is determined for every river section) and has a tendency of further rising. First flood alert is announced by competent water management center and that alert presumes continual observation and monitoring of conditions of defensive embankment and objects.

Seconf flood alert is announced when water levels reaches established treshold and has a tendency of further rising or when alert is required for another reasons (long lasting water level over the first flood alert level, conditions of embankment and objects, arriving danger of ice piling ect.). Second flood alert is announced by competent water management center and that alert presumes continual monitoring of conditions of defensive embankment and objects and remedy of negative occurrence on them. In case of overflowing or uncontrolled breaches of embankment as well as controlling cutting of embankment, extraordinary situation is announced.
Extraordinary situation is announced by competent endangered community, and presumes construction of local embankment, evacuation of population ect.

During the flood defence activity, hydrological section of Republic Hydrometeorological Service undertakes extraordinary hydrological observations, additional distribution of data, hydrological and meteorological information and forecast for authorities included in the flood defence activity and to the public.
